What milling and overlay is
Milling removes a specified depth of existing asphalt. Overlay places a new asphalt surface on the milled pavement. Together they renew a wearing course without rebuilding the entire pavement section, provided the remaining structure is still sound.

How is milling and overlay different from resurfacing only?
Resurfacing can be a new surface over existing asphalt. Milling removes some or all of the old surface first so thickness, grades, and a failed wearing course can be controlled before the overlay is placed.
Does every overlay require milling?
No. Some overlays can be placed on a prepared existing surface. Milling is used when the old surface needs to come off or when matching curb, gutter, or adjacent pavement requires it.
